On April 21st, I submitted paper-based materials at the Sichuan Provincial Government Service Center. I was notified on April 29th that I could pick up my documents. The process was quite efficient.

Because Chongqing "is currently not issuing national licenses," I had to use a workaround, setting up a new operation in Sichuan and applying for a new license.
Regarding the location for setting up
Enter "Sichuan Province" in the field.
On the vehicle, fill in "Sichuan Province" and the "license plate number." The license also shows both "Sichuan Province" and the license plate.
Enter the existing call sign.
The materials are the same as those for a new setup, plus an existing license photo. This avoids duplicating the setup.
