对于业余无线电爱好者确实合理一些，合肥这边以前协会组织考试的时候，考完A就会预指配呼号，方便后续办理执照。但是无线电是统一管理，这两年的新规看来是往规范化走的，电台绑定执照，执照对应负责人或单位，负责人需要有操作能力。使用人也需要有对应操作能力。
