The response from Shaanxi was that only machines with a factory output of no more than 15,000 RMB could be processed locally. A new B license could be obtained for equipment up to 100,000 RMB through the Ministry of Industry and Information Technology's website, but it could only be used for equipment costing less than 15,000 RMB.
