I checked the price, and it's definitely affordable. However, the FC0013 chip is quite outdated, with a bandwidth (22 - 1100 MHz) that's only half of the R820 (24 - 1766 MHz). It won't be able to receive signals around 1.6 GHz from satellites, so it's essentially an inexpensive alternative. However, its lower frequency limit is still high, which means you'll need a variable-frequency receiver for shortwave listening.
