Based on my local understanding, anyone who doesn't meet the approval criteria cannot apply. ICOM seems to be less concerned about approving applications, while YAESU has many shortwave radios with 6m that require approval. My 891 license includes 6m, but the 705 was blocked when applying for 6m, so I had to remove it.
