To meet the needs of amateur radio enthusiasts who wish to operate a Class C amateur radio station, CRAC has scheduled the first (15th overall) Class C amateur radio operation technology capability assessment exam for 2022 on October 22, 2022. The location will be in Beijing, and the specific examination work will be organized by the Beijing Radio Society. Below is the exam notice and registration materials. This exam will use paper-based interviews. Amateur radio enthusiasts who wish to participate in the exam are advised to register and prepare promptly so that they can achieve good results in the exam.

The China Association of Radio Amateurs （CRAC） will hold the first (15th overall) Class C amateur radio operation technology capability assessment examination for 2022 in the near future. The following information is hereby notified:
I. Assessment Time and Location
Assessment date: October 22, 2022. Specific details can be found on the CRAC website (http://www.crac.org.cn) Subject to publication.
Assessment location: No. 1, Zhonghe Road, Chaoyang District, Beijing; Sino-European Science Park Technology Incubation Center, Building 1, 13th Floor Multi-Purpose Hall.
II. Registration and Eligibility Verification
（1） Personnel intending to participate in the assessment are required to register through the "Amateur Radio Station Operation Skill Assessment Registration and Information Management System" (hereinafter referred to as the "Registration System") between 10:00 AM and 11:59 PM on September 6, 2022. The assessment name is "2022 First C-Class Amateur Radio Station Operation Skill Assessment," and participants are required to prepare all necessary electronic materials in advance according to the requirements (detailed information and registration system operation methods can be found in Appendix 1 and 2).
（2） If changes in epidemic prevention and control levels or other uncontrollable factors occur, measures such as canceling or postponing exams will be taken according to the requirements of the prevention and control, so candidates are advised to carefully consider their applications.
(iii) Due to limitations in venue and other conditions, the selection for this exam will be based on the order of registration. Only the top 60 applicants who submit qualified materials will be eligible to participate. Applicants who register late or fail to submit required materials or exceed the maximum number of participants by the deadline will not be allowed to participate in this exam. To ensure full utilization of the examination venue, a total of 70 participants are accepted, but only the top 60 applicants based on registration order will be selected to participate.
（CRAC） The list of applicants who meet the eligibility criteria, after review and approval, will be publicly disclosed on the CRAC website starting September 16, 2022. If any applicant's qualifications are found to be inconsistent with the requirements, they can report this to CRAC via email before the deadline of September 20, 2022, along with sufficient and authentic supporting documents (see Appendix 3).
After the deadline for public announcement, the final list of candidates who have successfully passed the review will be officially announced on the CRAC website starting October 8, 2022. At the same time, admission tickets will be sent to them through the registration system.
Candidates who are not included on the final list of participants for the assessment will be prohibited from participating in the assessment at the assessment site.
III. Assessment Methods and Important Considerations
(1) The assessment will be conducted using paper-based answer sheets (in the form of answer cards). Participants are required to bring their own blue and black pens, as well as a 2B pencil and eraser.
(2) Applicants must bring the original copies of their relevant documents (valid ID card or other legally recognized proof of identity, technical proficiency certificate submitted at the time of registration, amateur radio license issued in their own name, etc.) to the examination site for verification within the specified timeframe. If the documents provided do not match those submitted during registration, they will not be allowed to participate in the examination.
(3) After the application is approved, if the applicant is unable to attend the assessment due to personal reasons, please inform CRAC as soon as possible via email. If an applicant who has been approved and registered fails to participate in the assessment without prior notice, they will not be scheduled for a Class C amateur radio operator technical competence verification assessment within one year.
IV. Announcement of Results and Issuance of Operation Certificates
(1) The list of personnel whose assessment results meet the passing standard will be publicly disclosed on the CRAC website starting November 2, 2022. If any individuals listed in this document are found to have engaged in cheating or other violations during the assessment process, they should report this to CRAC via email before the deadline of November 6, 2022, and provide sufficient and authentic evidence as required (see Appendix 3).
After the deadline for public announcement, a list of personnel who have successfully passed the review will be officially announced on the CRAC website starting November 16, 2022. Additionally, you can find your operation certificate number within the registration system.
(ii) The C-class amateur radio operator certificate for personnel who pass the final assessment will be delivered to them by CRAC via express delivery and payment on arrival, mailed to the address they have registered in the registration system.
Appendix 1
Instructions for registering for the proficiency assessment test for Class C amateur radio operators.
I. Eligibility for Registration
(1) Obtain a Class B "Operating Certificate" and have personally operated a Class B amateur radio station for at least two years (date calculation: the validity period of the license should be at least two years, calculated from the date of assessment).
(ii) Original proof documents that meet the conditions specified above, including:
1. A valid Class B amateur radio operator license that I possess.
2. Individuals who can demonstrate that they have operated a Class B amateur radio station for at least two years, will receive a valid Class B amateur radio license from the relevant regulatory agency (based on the licensed transmission frequency, which includes the amateur band below 30 MHz).
If a license is renewed due to the expiration of an existing license, or other reasons, resulting in the amateur radio license held not being in use for at least two years, and therefore unable to prove that the applicant has actually operated a Class B amateur radio station for more than two years, the applicant must also provide other materials issued by the approving radio management agency that clearly demonstrate that the applicant's actual operation of a Class B amateur radio station lasted for more than two years.
II. Required electronic document materials for registration
(1) Personal Information
1. Important notes when filling in personal information in the registration system
(1) Identification: Select the type of identification document you will be using (e.g., mainland China resident ID card, military officers can use "military officer's certificate," Hong Kong and Macao residents traveling to mainland China can use "Hong Kong and Macao Residents Traveling Permit to Mainland China," Taiwan residents traveling to mainland China can use "Taiwan Residents Traveling Permit to Mainland China"), and enter the document number correctly.
(2) The "Province/District/City" field for the mailing address should be filled in with the full names of the corresponding province, district, and city within the registration system. Please provide detailed addresses from street number to building name, village (group), etc., instead of simply entering the name of the organization, company, or association. This address is used for sending operation certificates. If this results in failure to send or receive, the individual will be responsible.
2. Any instances of my own or actions involving me that violate radio regulations, such as deliberately concealing the fact that a radio frequency has been assigned by a regulatory agency, obtaining other amateur radio call signs through illegal means, or obtaining operating certificates "upgrading" in an unauthorized manner, should be clearly stated in the registration system.
(ii) Electronic image documents
1. Personal identification photo. It should be a standard, color photograph of the applicant, taken within the last 6 months, in JPEG format. Requirements: Front view, no headshot, plain background (red, white, or blue are acceptable), complete head and shoulders, with the height of the head ranging from 1/2 to 4/5 of the photo's height; the face must be clear; the aspect ratio should be approximately 4:3; image resolution should not be less than 400×300 pixels or greater than 2000×1500 pixels.
2. Scanned or photographed copies of both sides of my valid ID, my amateur radio operator certificate (Class B), and the Class B amateur radio license (Note: the license must be a complete version including equipment model). Alternatively, provide materials issued by the radio management agency that prove that the applicant has operated an amateur radio station (Class B) for at least two years.
All scanned or photographed copies of documents must be in color, and must be in JPG format. The resolution must be no less than 1024x768 pixels and no more than 3000x2000 pixels. The content must not have any obstructions, distortions, deformations, or reflections, and the text must be clear and legible.
III. Registration Time and Order
The registration system will assign a unique number to each candidate in the order they register, while also recording the exact time when their formal application is submitted.
IV. Website address of the assessment institution
Additional information regarding assessment work notifications, etc., will be published on the website of the China Radio and Telecommunication Society's Amateur Radio Division (CRAC):http://www.crac.org.cn。
Five. Applicants must present verification documents and materials at the examination site.
All original documents and materials referred to in Article 2 of this document. If the above documents and materials cannot be provided in their original form during the assessment, the candidate will not be allowed to participate in the assessment.
Appendix 2
Instructions for using the registration system
I. Registration Channels
The registration system operates using an online registration method, supporting both computer and mobile device operation.
Special Note：
1. Due to the limited screen size of mobile phones, it is recommended that you use a computer to complete the registration process to avoid errors and difficulties in finding files. Please also prepare all personal information and electronic photos or scanned documents in advance.
2. Whether you register via mobile or computer, you can modify your personal information before submitting the official application. Please do not easily select "Delete," as this indicates a voluntary abandonment of this exam. This exam does not allow for re-application after deletion.
Computer access method: Using a computer connected to the internet, open your web browser (popular browsers such as Chrome, Edge, IE, and 360 (Extreme Mode) are all acceptable), and go to the CRAC website:http://www.crac.org.cn选择首页底部的“考试信息"Then, select "Student Services" at the top to proceed and complete the mobile phone number verification after registration."
Mobile access methodsFirst, download and install the ZhiPu app. For Android phones, please go to the Huawei, Xiaomi, OPPO, Vivo, Tencent, Meizu, Alibaba, Anzhi, etc., application markets, and for iPhones, please go to the App Store and search for "ZhiPu" to download and install. After installation, you can log in after completing the phone number registration verification process.
The account and password you use on your phone and computer only need to be registered once, and it will work on both devices. For example, if you initially register using the ZhiPu app on your phone, you can use the same phone number and password when logging in on your computer, or vice versa. If you forget your password, you can use the "Forgot Password" option on the login interface to recover it.
II. Computer-end operation process
1. Follow the instructions above to verify through the "Candidate Services" portal, select "New Application," then choose "Application Category Selection" as "C Class." Then click the "Search" button on the right side to find information about this assessment, which is titled "2022 First C-Class Amateur Radio Operation Technology Assessment." You can click "View Details" to see the notification for this assessment, or you can directly click "I Want to Apply," which will take you to the application information entry interface.
2. On the information entry interface for registration, all fields except "QQ number," "notes," and "other supplementary materials" are mandatory. Please accurately fill in the relevant information based on your individual circumstances, and upload any related photos or scanned electronic documents. When uploading photos, please use the "zoom in/out" function provided in the interface to ensure that the size and position of portraits and identification documents are appropriate.
The "Additional Materials" section at the bottom of the page accepts explanations and 5 photos, with a maximum length of 1000 words. Please fill in or upload photos based on your individual circumstances.
- After completing the information entry, use the three function operation buttons located at the bottom of the interface:
"Preview of Registration Information" allows you to view all registration information to ensure it's suitable.
"Saving" refers to storing the information you have just entered in the registration system, so that you can view or edit it when you log in again. Please note that "saving" is not a formal registration.
"Formal Submission" refers to the decision to formally register after I have confirmed that all information is accurate. At this point, the system will check the accuracy of the information provided, such as whether the ID number has the correct number of digits. If the system automatically verifies that everything is correct, it will assign a unique registration number.
4. Once you have formally submitted your registration, please pay attention to any notifications or announcements from CRAC. You can also log in to the registration system at any time and use the "Student Services" section to verify your information and select "My Application" to view the progress of this exam.
If CRAC requires you to provide additional information or clarification, a corresponding status will be displayed. Clicking on the status will allow you to view the specific requirements for providing the necessary information or materials. Please ensure that you modify or complete any relevant information or materials according to the specified deadline, and then "officially upload" them. If not uploaded before the deadline, they will automatically be considered as giving up on the application.
5. After the initial review, public announcement, and formal approval by CRAC, the status of this exam in "My Application" will change to "Approved," at which point you can download your "Exam Admission Ticket."
6. After completing the assessment at the specified time and location, with all required documents and materials, please monitor CRAC announcements and notifications, or log in to the registration system at any time to check your assessment results through the "Candidate Services" section. Once CRAC has released the assessment results and completed the notification process, if you have passed the assessment and there are no objections, you will be able to view your certificate number in the registration system.
III. Mobile App Operation Process
After installing the latest version of the ZhiPu app on your phone and logging in, you can proceed with the registration process.
1. Click "Special Entry" at the bottom of the ZhiPu app, select "Amateur Radio Enthusiast," and then click "Enter."
2. After finding and clicking the "Registration" button at the top, select "New Registration" under "My Registrations," choose "Category C" for the registration type, and then search. This will display the current exam, and clicking "I want to register" will take you to the registration information entry interface.
3. Information Entry: The information entry process on the mobile device is identical to that on the computer. After entering the information, you can preview, save, and formally upload it – all of which are the same as the registration process on the computer. If CRAC requires additional materials or explanations after registration, a corresponding status will be displayed. You can click "My Application" under "准考核准" to view the specific requirements for submitting additional materials or providing explanations. If "审核通过" (approved), you can click "准考核准" to download your exam ticket.
4. All subsequent operations are identical to those on the computer, and you can check your status at any time until you obtain your certificate number (e.g., if you pass the assessment and there are no objections).
Appendix 3:
Assessment of operational skills for amateur radio operators in Class C.
Requirements for personnel participation eligibility and feedback on assessment results
I. If an applicant's qualifications are not in compliance with the requirements or if there is evidence of cheating or other violations during the examination process, they can report this to the China Association of Radio Industry Amateur Radio Division via email at:crac@crac.org.cn。
II. To report issues regarding eligibility or examination results, applicants must provide their real name and a valid contact phone number. Otherwise, the complaints will not be processed.
III. To report issues regarding the eligibility or examination results of applicants, it is necessary to provide relevant proof materials and investigative leads as comprehensively and specifically as possible. In addition, when necessary, original copies of these materials should also be provided in accordance with the specific requirements of the China Association of Radio Industry's Amateur Radio Division.
IV. The Amateur Radio Division of the China Association of Radio will calculate whether the reported time is overdue based on the sending time recorded in the email headers provided by the reports.
