However, using IP does not mean that there are no telegrams. Although it is theoretically possible to fully software the telegram transmission and reception, various reasons (such as interests of equipment vendors, system stability, and user-friendliness) have led to their "hardening" into telegram machines (similar to how firewalls and other dedicated hardware exist on IP networks, which can theoretically be implemented using ordinary servers + multiple network cards + software). While the conversion of IP-based telegram machines back to software is technically feasible, the times have already passed when telegrams were needed, so there is no motivation to restore them after damage.
