The current understanding is that your ID number remains constant throughout your life. However, if you undergo gender reassignment surgery, it is possible to obtain a new ID card. In this case, the part of the ID number related to gender should also change.
However, I remember that my ID number used to change with my household registration (hukou). I am aware of this.
When I started university in 2013, one of my classmates had their household registration moved to the school, and their ID card became a Shanghai-based one.
My supervisor was born in the 1980s and, of course, was originally a local resident. Later, he bought a house and registered his residency in Tianjin for his children's education. His ID card now reflects his Tianjin residency.
