At the end of December last year, after finishing my postgraduate studies, I took the first weekend to travel overnight by train to Puyang, Henan, to take the B-level exam. I paid a physical certificate fee of 50 yuan, hoping to obtain the certificate before the new version of the operating license was released.
As of now, I have received absolutely no updates regarding my entity certificate. The association seems completely unresponsive; they don't answer phone calls or respond to WeChat messages.
The payment account was not affiliated with the association, but rather a sole proprietorship. However, the fee notification for physical certificates was issued by the association, stating that "if you have not passed the exam or do not require a physical certificate, we will refund the fees."
In the end, I had no choice but to drop the lawsuit. Either I would receive a valid operating license or I would get my money back plus compensation for the loss of trust caused by the breach of contract (such as travel expenses). If I hadn't believed that they could provide an old-style physical certificate, I wouldn't have rushed to register and go to Henan. The exam administered by the local ICT department also didn't require any fees.
