I just checked the application for the Japanese digital amateur radio DCR, and it appears that they include a stamp fee of 2300 yen (per unit) / 2900 yen (for multiple units) when submitting the application documents. This seems to be roughly equivalent to the handling fees. Additionally, there's a yearly fee of 400 yen per machine... which is relatively inexpensive.

Any radio operating on a non-amateur frequency with a power output exceeding 0.5W, and not within the public frequency range (409.7500-409.9875), requires obtaining a license for a non-amateur radio station and paying a frequency usage fee. After all, radio frequencies are a non-renewable resource.
