I consulted our local "No-Wei" (the radio regulatory authority), and asked if it was possible to obtain a license that covers nationwide communication. They said that the system didn't have an option for that, although the license stated that it could be used within the province, with the default setting allowing nationwide use. If there were any problems outside the province, I could call them. They also mentioned that a future system upgrade would allow for obtaining a new license.
