As long as the task can be accomplished, the department acknowledges that fair pricing is acceptable, and I think that's fine. (This is similar to the recent reforms in vehicle inspection, where previously you had to go to the department's location, which was slow and required waiting in line. Now, the department issues qualifications, allowing inspection companies to handle the process. The price is set by the department at a maximum limit, and there are more locations, resulting in faster service.)
