First, can you easily and clearly copy the instructions? It seems like there are no major issues.
The distance formula is D = 4.12 * (sqrt(h1) + sqrt(h2)). For a range of 100 kilometers, as long as both sides are at least 150 meters above the ground, or one side is at 0 meters and the other is at 600 meters, it will work.
The power output ranges from 5 watts to the maximum allowed by national regulations, which is 25 watts, equivalent to a gain of 7 dB.
The original antenna was probably only around 2 dBi, and installing a standard 2-meter glass steel antenna on the roof would already provide at least an additional 4 dB of gain. If you use a 25W transmitter and add another 4 dB from the rooftop installation, that's a total gain of 11 dB.
