On December 2, 2024, the Zhejiang Provincial Department of Economy and Information Technology issued the "Notification on the Work of the Zhejiang Provincial Department of Economy and Information Technology Regarding the Management of Amateur Radio Stations" (hereinafter referred to as the "Notification"). This is done to help relevant units and amateur radio enthusiasts better understand the content of the Notification. The following provides an interpretation of the relevant content:
I. Background and Objectives
The "Administrative Measures for Amateur Radio Stations" (No. 67 Decree of the Ministry of Industry and Information Technology), which was officially implemented on March 1, 2024, revised several aspects, including amateur radio station and call sign management, operational capability verification, setting and usage requirements, and maintenance of radio order. In order to comprehensively fulfill legal obligations, clarify and detail the management regulations for amateur radio stations, and ensure that the management work of amateur radio stations in our province complies with relevant regulations, this "Notification" was formulated.
II. Basis for Formulation
This notice is formulated in accordance with the "Administrative License Law of the People's Republic of China," the "Regulations on Radio Management of the People's Republic of China," the "Management Regulations for Ground Radio Stations (Sites)," the "Management Rules for Amateur Radio Stations," the "Radio Management Regulations of Zhejiang Province," the "Provisional Measures for Supervision and Inspection of Radio Frequency Use and Existing Radio Stations (Sites)," and the "Notice from the Ministry of Industry and Information Technology's Bureau of Radio Management on Strengthening and Standardizing the Management of Amateur Radio-Related Data." III. Main Content
(1) Clearly defined the requirements for managing licenses, including specifying the types of amateur radio station setups and usage permit applications, as well as standardizing application materials, acceptance procedures, and license review processes.
(ii) It clearly defined the requirements for setting up, using, and maintaining amateur radio repeaters in our province.
(iii) It clarified the entity responsible for verifying the operating technical capabilities of amateur radio stations in our province.
(4) Clearly defined the entities responsible for supervising and inspecting amateur radio stations, the methods of inspection, the scope of inspection, and the cooperation required from the inspected parties.
(V) Clearly defined the amateur radio working frequency and repeater frequency planning for Zhejiang Province.
