Based on my personal experience, I've encountered many foreigners using 21MHz and 28MHz frequencies, but very few Chinese. Specifically, 21MHz is predominantly used by Japanese (during my time in Shanghai), and I also encountered users from Australia, Germany, and Italy. However, the availability of these frequencies makes a significant difference; without them, it's much more difficult to operate effectively.
