With a height of at least 1 meter and no obstructions, you can reach 100 km. If there are buildings around, 25 kHz may not be sufficient. To use 25 kHz, you need to mount it on a vehicle; however, it's better to first try buying an inexpensive three-element Yagi antenna and pointing it towards the repeater direction. It might work surprisingly well.
