Does anyone know, specifically in Shaanxi province, how long it typically takes to get a license? I was also told by the local radio administration (无委) that licenses are issued centrally by the provincial government and then distributed to various cities. Specifically, I inquired about obtaining a license for 11.9 MHz in Yan'an on October 2nd.
