Hi, I'm a beginner and have made several contacts, but I have a question about QSL cards. Could you please advise me?

What is the appropriate time to send a QSL card?The QSL card is used to directly ask the other party if they want a QSL card sent to them. Or, can I simply send the QSL card to the other party based on the address they have listed on websites like qrz.com, without needing to communicate with them beforehand?

BG5UWQ I also have a question I was unable to find in the manual. If I send a QSL card to someone domestically, and their qrz.com page requires sending it to the local "QSL card office," how do I determine the address of the QSL card office in the province where they are located? Should I send it to the central QSL card office in China instead?
