Based on information obtained from the building, in previous years, local administrative departments typically allocated exam slots to associations. In exchange for this allocation, the departments would either refuse or limit the amount of funding provided, allowing the associations to find their own ways to generate revenue.
After the association was granted the authority to allocate exam slots, the association established new rules, such as unlimited registration slots for members (as I mentioned earlier, this doesn't mean that members know the exact registration time in advance, but rather clarifies the operating procedure). This allows the association to indirectly sell exam slots, compensating for operational costs. Objectively, this benefits those who are willing to pay to take the exam and obtain a certificate.
However, there are nationwide regulations related to examinations set by the Ministry of Industry and Information Technology (MIIT). Some public functions cannot be traded or exchanged. In this case, it is better to choose the lesser evil this year.
This also puts pressure on the association to avoid excessive reliance on public power to attract members, and instead develop other capabilities for attracting members (such as organizing skill exchange competitions), which would lead to a healthier development.
