First, clarify whether a small license for a 100-watt device is required. If so, use either 891 or 7300 directly.
If that doesn't work, then get the cheapest, FCC-approved QRP radio, the XieGu G106C, and also get a 150W amplifier for around $1800.
Alternatively, use a XieGu G106C to obtain your license, and then acquire an 891 or a 7300.
