昨天收听ft8，听到了保加利亚电台和葡萄牙电台的通联，遂至qrz查看，结果发现两方都允许寄纸卡至bureau，甚至葡萄牙电台还要求必须寄纸卡，不接受eqsl，于是我有了寄卡片的想法，便有以下问题，希望能够得到各位友台的回答： 1.直接寄到bureau，电台是怎么获取属于他们的qsl并回卡的？ 2.一定要SASE吗？只给个SAE（也就是不贴邮票在信封上）可以吗？（双方未明确要求） 3.如果给SASE，没有IRC（国际回信券/国际邮资兑换券）或者小金额的神秘绿色长方形“邮票”，能不能用我们国家的等额蓝色“邮票”？ 4.一定要提前邮箱联系吗？（只有有呼号的ham才可查看邮箱）不排除可能会追加问题，在这里感谢各位回答的友台，73送上！

寄卡给某国卡片局，卡片局会定期批量把卡转给各地HAM，走卡片局不需要SASE，不需要IRC和绿票，因为大概率到不了HAM本人手上。

关于第2、第3个问题，我觉得首先国际换卡一定要备一个填好自己中文地址的回信信封，既方便对方也方便自己；邮票可以不需要，因为你不一定能搞到对方国家的邮票，其次在没有IRC的情况下，最好还是放几张绿票，毕竟目前绿票在世界范围内还是比较通用的，而且国内也比较好兑换吧（个人感觉）

Yesterday, I listened to FT8 and heard contacts with Bulgarian and Portuguese stations. Then I checked Qrz and found that both sides allow sending paper QSL cards to the Bureau. In fact, the Portuguese station even requires that paper QSL cards must be sent and does not accept EQSL. This made me think about sending QSL cards myself, and I have the following questions:
1. Can I directly send the QSL card to the bureau, and how do radio stations obtain their own QSL cards and return them?
2. Is SASE absolutely necessary? Would SAE (i.e., not using a postage stamp on the envelope) be acceptable? (Neither party explicitly requested it.)
3. If SASE is used, but there are no IRCs (International Reply Coupons) or small denomination green rectangular "stamps," can we use our country's equivalent blue "stamps"?
4. Is it absolutely necessary to contact via email in advance? (Only those with a callsign can access the email)

Send the QSL card to a national card issuing agency. The agency will periodically distribute the cards in bulk to local amateur radio operators. Sending via this agency does not require SASE or IRC, and also does not require a green card, as it is unlikely that the card will reach the intended amateur radio operator directly.

Regarding questions 2 and 3, I think that first, when exchanging cards internationally, it's essential to have a pre-filled envelope with your Chinese address for the recipient. This is convenient for both parties. You don't necessarily need stamps, as you may not be able to obtain stamps from the other country. Also, without IRC, it's best to keep a few green cards on hand, as they are currently quite widely accepted worldwide, and also relatively easy to exchange domestically (in my opinion).

It may take up to ten years to receive a card sent to the postal office, and even the fastest ones usually take about two years. If you can accept this waiting time, then consider using the postal service.
While a SASE (Self Addressed Stamped Envelope) is not explicitly required, you can include a pre-addressed and stamped envelope. This will increase your chances of receiving the reply card, as it eliminates any uncertainty about where to send the return card.
If you don't have IRC, green cards, or Euros, I would not recommend sending packages that specifically require SASE. If you do need to send one, you can discuss it via email. Currently, HAM also supports online payments.
I successfully exchanged cards without any of them requiring prior email contact. As long as the card doesn't explicitly state that it cannot be sent via paper, it can be considered for sending. If it does, you can usually send it by mail. Be sure to check if there are any notes, such as "moving," on the card. Also, make sure the sender's and receiver's addresses are in the same location.
