在今年 3 月的新规之前，南京地区申请业余电台下的执照默认就是“通信范围：省际或涉外”。但 3 月我更新执照的时候，发现通联范围变为了“省内”。前几天在购入背负式电台相关设备后申请了执照变更，在表格中特意标注了“台址：全国无固定台址”和“通信范围：省际或涉外”，并提交了一份必要性说明材料，包括我常住两地、经常旅游、有卫星通联需求等等。然后有南京无管的老师打电话过来，说的是通信范围的问题，包括如下点： 1. 3 月起南京发的所有业余执照，通信范围都是省内，这是“和省里商量的结果”，我猜想这里的“省里”指的是江苏工信厅或江苏省无线电监测站，因为这位老师是南京无管； 2. 即使执照上是省内的通信范围，还是可以跨省异地发射，原话是“我们不会管”； 3. 这一变化主要与需要与周边省协调频率、呼号的问题有关，以及 3 月新规后执照的格式、上面写的内容要全国统一修改，但目前南京这边还没处理好，且今年内估计没法处理完了。我最后向这位工作人员表示22年浙江有一起因为跨省使用，-5000的案例，他表示会向领导反映，但估计没法办下来（省际/涉外的执照）。本地群的另一位群友则表示“批省外，要和周围省市协调，所以南京批省内，很正规的，而且平常不影响使用”“在外地（除浙江）你别干扰，没人管你啊，不要作”。我个人还是对第 2 点有很深的疑虑，因为如果后续有检测，发现我的 LOG 里面有跨省通联/异地通联的例子，那么就属于事实上的违法通联了。普遍性的执法不严格，在本人看来，并不能为其无理由地设置限制提供充分的理由。有没有其他南京地区的友台有类似的经验？最后有成功获得全国/涉外范围的执照的吗？谢谢。

1.不只是南京，听群友说现在我们全省都是只发省内。新规前初南京外，其他地方好像也是默认直接发全国+涉外，现在可能是全省协调后的结果。（楼上说系统内做了调整应该是可能的，因为4月的时候我和淮安无管通电沟通的时候他们的原话就是“省内系统升级”，因此升级后撤销了全国通联的选项我认为是有可能且说得通的） 2.关于跨省通联的事情，很多情况下只能说是省情不同，毕竟这一年长三角的浙江和上海U段的事情大家都很紧张，不过江苏这边似乎没有跟进。关于与准许范围不符的“违规”，无管找上门来查你更多情况下是有人举报，毕竟人家也是上班，除了咱们这个圈子还有别的事要忙…… 3.大功率机器上15W证最近南京的群里没看到有多少人提起过，不是很清楚，实在不行可以尝试申申看（不是花自己的钱，站着说话不腰疼就是了…）

这应该属于新规各个地方还没吃透没有应对办法，北京这边是让你再填一个单子说明为啥需要全国通联，人家给你几个选项勾上就行了，然后就是传照片就行。发来的执照就变为全国范围。

I've decided to give up on it for now and focus on getting a small B license first, using equipment like the G90N. However, I don't have enough money right now, so I'm putting it on hold.
If it's truly impossible to process applications within the province, then the only option would be to explore other avenues for resolution (such as setting up new stations for returning residents or pursuing administrative appeals).

Considering that there are a lot of "enthusiastic users," I still think the probability of being investigated is not small, especially since I primarily use it outdoors.
Regarding Zhejiang, I don't have much information beyond the fact that it doesn't approve U. Considering that Chongqing also doesn't approve U, but still approves for national and international use, I believe that "not approving U" and "only approving for provincial use" are not necessarily mutually exclusive.

1. It's not just Nanjing. Based on what I heard from other members, it seems that now we are only sending within the province across the entire province. Before the new regulations, Nanjing was the exception, but other places also seemed to be defaulting to sending nationwide plus international. This may be the result of coordination across the entire province. (The fact that the system has been adjusted internally is possible, because when I communicated with Huaian without management in April, their words were "province-wide system upgrade," so after upgrading, removing the option for nationwide connectivity makes sense.)
2. Regarding cross-provincial communication, in many cases, it can only be said that the situations differ between provinces. After all, everyone was very concerned about the Zhejiang and Shanghai U-segment situation in the Yangtze River Delta this year, but Jiangsu seems not to have followed up on it. When "violations" occur that fall outside of permitted ranges, the most common scenario is that someone reports you. 3. Regarding the 15W certificate for high-power machines, I haven't seen many people in the Nanjing group discussing it recently. I'm not sure about the details, but if necessary, we could try asking around (without spending our own money – just to see if there's a solution).

In Zhejiang, you only need a provincial license. If you want a national license, you must submit a plan and then obtain a short-term permit.

If you use a Jiangsu license outside of Jiangsu province, expect to be penalized. The Jiangsu authorities certainly won't intervene in what you do outside the province, because they simply don't have jurisdiction over it.

The newly implemented version of the "Regulations for Amateur Radio Stations" this year has removed any references to "communication range." Furthermore, even under the previous regulations, local radio management agencies were not prohibited from having this function. As stated in Article 8 of the previous (2012) edition of the "Regulations," stations other than beacons and satellite stations could be approved by the "National Radio Management Agency" on behalf of:

Article 8: Amateur radio stations operating within provincial, autonomous region, and municipal areas are approved by the local radio management agency in the area where they are located.
Setting the communication range involves two or more provinces, autonomous regions, or municipalities directly under the central government, or involves amateur radio stations located outside of China. Approval is required from the national radio management agency. The relevant statements in the new version are as follows:

Article 10: Amateur radio stations with a fixed location must apply to the relevant provincial, autonomous region, or municipal radio management agency in the area where the station is located. This likely stems from the new regulations not being fully understood or addressed locally. In Beijing, they are asking you to fill out another form to explain why nationwide connectivity is needed, but all you need to do is select a few options and provide a photo. Once the license is submitted, it becomes valid nationwide.

I am from Hebei Province. Here, for Class A licenses, you need to fill out an application with the local telecommunications bureau to change the communication range specified on the license. This applies whether the change is within the province or involves international communications.

Currently, in the Chongqing area, they are currently providing communication coverage for either nationwide or international use. However, only those with a physical base station can use it within Chongqing, and even vehicles may be restricted from using it within Chongqing.

The information provided by both Nanjing and Chongqing stated that the new licenses would be issued in the following year, as well as difficulties in implementing the new regulations regarding notifying authorities when "the location of setting up a temporary residence exceeds the usual residential area of the person residing there."
