Prior to the new regulations issued in March of this year, amateur radio license applications in Nanjing automatically defaulted to "Communication Range: Provincial or International."
However, when I updated my license in March, I noticed that the coverage area had changed to "within the province."
A few days ago, after purchasing related equipment for a portable radio station, I applied for a license change. In the application form, I specifically noted "Station address: No fixed location nationwide" and "Communication range: Provincial or international," and submitted supporting documentation, including proof of my permanent residence in two locations, frequent travel, and the need for satellite communication.
Then, a teacher from Nanjing called, and they were discussing the communication range issue, specifically covering the following points:
- From March onwards, all amateur licenses issued in Nanjing are limited to provincial communication ranges. This is the result of "consultation with the provincial authorities," and I suspect that "provincial authorities" here refers to the Jiangsu Department of Industry and Information Technology or the Jiangsu Provincial Radio Monitoring Station, as this teacher is based in Nanjing and operates independently.
- Even if the license specifies a communication range within a particular province, it is still possible to transmit across provincial boundaries. As the original statement says, "We don't care."
- This change is primarily related to the need to coordinate frequencies with neighboring provinces, as well as the format and content of licenses after the new regulations in March, which require nationwide standardization. However, this has not yet been resolved in Nanjing, and it is estimated that it will not be completed within this year.
Finally, I informed the staff member about a case in Zhejiang Province in 2022 where someone used it across provincial lines, resulting in a -5000 penalty. He said he would report this to his superiors, but he estimated that it wouldn't be possible (for inter-provincial/foreign licenses). Another friend from the local group stated: "If you apply for use outside the province, you need to coordinate with neighboring provinces and cities, so Nanjing approves applications within the province, which is very regular. It also doesn't interfere with normal use." He added, "Don't interfere if you're using it in another place (except Zhejiang). No one will care about you, so don't do it."
Personally, I have serious concerns about point 2. If subsequent checks reveal that my logs contain cross-provincial or inter-city communication examples, it would essentially constitute illegal communication. The lack of strict enforcement, in my opinion, does not provide sufficient justification for arbitrarily imposing restrictions.
