First, listen to the news broadcast, then transcribe it. When transcribing, I recommend using the CW Player software. You can customize groups of broadcasts, set custom speeds, and specify which letters and numbers you want to hear. At a minimum, if you stick with it for about six months, you should be able to get started.
Based on my experience, I first read a week's worth of newspapers, then listened to the numbers to establish a rhythm. This month, I continued reading the newspapers as well. Then, I moved on to mixed number and letter reports, practicing for about three months, followed by English-language newspapers, which I practiced for approximately two months. The CW class in Sichuan also uses this learning method.
