Domestically, it's essentially impossible. If you try to get an operator to broadcast on your behalf, the requirements are very high, such as needing a company license and certain qualifications. Conversely, when ARDC issues LOAs, they are also issued directly to individuals. It would be very difficult to use these LOAs for broadcasting domestically.
There's also a more significant issue: ASN has already started charging annual fees, which can be tens of dollars per year, so it needs to be carefully considered. However, ARDC has introduced a new service called 44CloudIf you don't have an ASN number but still want to learn about digital communication or BGP, you can use this service. It will assign you a private ASN number, which 44Cloud will manage for you via tunneling, and it won't be limited by the /24 prefix. You can apply for several IP addresses to experiment with, or connect to 44NET and use its services.
