The reason why Chongqing does not approve applications for radio stations in other provinces is due to Article 24 of the new regulations, which states that "the radio management agency making a decision on granting a license must report relevant information regarding the issuance of radio station licenses and the assignment of call signs to the radio management agencies of related provinces, autonomous regions, and municipalities." Since Chongqing's system was not connected with those in other provinces, it could not transmit information to them, thus preventing the acceptance of applications for radio stations in other provinces.
I'm not sure about the specifics in Sichuan, but when I called the Sichuan Department of Industry and Information Technology, they directly advised me to contact the Ministry of Industry and Information Technology. I will check the government website to see if there is any further information.
