After consulting with the Sichuan Department of Industry and Information Technology, I was informed that even if a radio station were established in Sichuan, it could only be used within Sichuan. Furthermore, the equipment would need to be different from the equipment registered under the Chongqing license. To establish a nationwide station, I was advised to contact the Ministry of Industry and Information Technology.
However, the application for verifying a certificate of competence cannot be submitted if the issuance date falls after March, even for new B certificates.
Is it only possible to cancel the license in Chongqing and set up a station in another area that allows cross-provincial broadcasting, but this approach might also encounter local resistance based on the principle of local management?

(Ultimately, it might just be a matter of not having enough money; buying two shortwave radios, one for Sichuan and one for Chongqing, would solve the problem.)
