2. Some repeaters, operated by clubs and other community organizations (most of which are approved), are used for members to chat and socialize. To facilitate calling, they typically omit the call sign and use a smaller identifier instead.
3. When transmitting without a license, since there's no call sign available, use a smaller antenna.
However, the A-level exam questions will tell you that using such small radios for amateur radio communication is not permitted.
