最大的难处可能是行政许可问题？需要准备一部可以全国移动工作的电台

The organizers do not accept donations from radio stations, nor do they rent out radios to students (but everyone can chat in the group and arrange their own rentals). Power, antennas, and tuning are unregulated.
The primary users who are allowed to rent equipment are college students. Considering the need to "keep equipment in good condition," middle school students renting equipment are unlikely to have time to write usage reports.
Organizers should make every effort to avoid being held responsible for the use of equipment.
For each rental, a fee of around 100 yuan is charged, which serves as a fund for risk mitigation. We haven't yet determined how to assess the responsibility of the renter if the equipment is damaged.

A plans to organize an event for independent radio stations. This will involve preliminary screening and verification of applications, resulting in a list of approximately N provinces across the country.
First, A arrives at B. Before the device is shipped, A has already provided all the device parameters to B. B then registers the device under its own documentation (estimated time: 20 working days). After receiving the device, B uses and installs it within 20 days. And so on. Subsequently, a similar communication method can be used to write a daily log that is sent along with the device to C's city. B submits the device deactivation procedure after 10 days. The ideal estimated time is 20 working days. After receiving confirmation of successful deactivation, immediately stop using it and notify A to send the relevant information to C.
