Article 1
This regulation is designed for amateur radio stations and listeners (legal amateur radio enthusiasts who meet the requirements of their respective national amateur radio regulations, referred to as "listeners" hereafter) applying for the "WAPC Award" (referred to as "Award" or "WAPC Award" hereafter), which outlines the rules and procedures that must be followed.
Article 2
Under specific frequency bands, operating modes, and ranges, special markings can be applied to applications that meet the eligibility criteria. However, this may incur additional costs.
Article 3
The default method for awarding certificates is electronic certificates. Applicants can download the electronic certificate after completing an online application. If applicants require a physical certificate, they must specifically select "physical certificate" during the application process to obtain it at their own expense, including postage fees.
Article 4
The application method is online. The specific online application website is:http://www.mulandxc.com ; Confirmation materials for awards include QSL certificates. These include paper-based QSLs, electronic confirmations (from LoTW), and clear, legible proof photos.
Article 5
Applicants should register online at http://www.mulandxc.com and complete the application form, uploading the supporting documents listed in Article 5. Applicants must agree that all provided records can be made public, inspected, copied, and questioned, and that the records provided are accurate and valid.
Article Six
The QSL evidence provided by the applicant (primarily screenshots from LoTW or photographs of paper QSL cards) must include the following information.
1、Opponent's call sign
2、Our call sign
3、 Date (day, month, year) and time
4、Band or frequency
5. Working mode or operating method
6、The other party's signal report (RST)
7. If using satellite communication, you will need to specify the name and number of the satellite.
Article 7
The Award Recognition Committee believes that when reviewing an applicant's records, they will require the original QSL or electronic proof from the applicant. If the applicant cannot provide this, the award application will be invalid.
Article 8
If the committee determines that a certificate was issued to an applicant who had violated the regulations or provided false information, the certificate will be revoked. The applicant's name and callsign will be removed from the records, the certificate will be invalidated, and this will be announced on the official website. Furthermore, the applicant will be prohibited from applying for certificates again.
Article 9
Specific requirements and fees for applying for a WAPC award.
- Valid QSOs for applying for awards begin on April 21, 2012 (WAPC First Test Event).
- The "WAPC Award" refers to all specific names of administrative regions in China as listed in Appendix I.
- The QSO (callsign) can be used to effectively communicate with or listen to amateur radio stations in mainland China and all administrative regions of China, as well as the United States. It cannot be used for relaying messages (except for amateur satellite links), nor can it be introduced through other amateur radio stations.
- The conditions for calculating "Tonglian (listening)" are:
- A single call sign, used across different frequency bands or operating modes, represents a different radio station.
- B. Even if the same call sign is used, it can be calculated as a different radio by different operators.
- When using amateur satellites, the receiving band is used as the communication band.
- D If the administrative region of residence changes, use the latest administrative region at the time of application.
- When submitting multiple applications using different call signs, if the operator is the same person, they can be combined into a single call sign for calculation. However, it is not possible to use a collective Taiwan call sign.
- F. The call sign of a flight attendant cannot be used as the basis for applying for an award. However, if a flight attendant prints valid cards with relevant call signs related to the operation, these can be used to apply for an award.
Article 10
The types of awards that can be applied for are as follows:
1. Basic Award Qualification: To qualify for the basic award, you must have at least one QSO record in any band, mode, and within all administrative regions of China, using a valid and legal callsign. You must also provide a valid QSL (confirmation) record, including electronic proof.
2. You can apply for a single-band or single-mode award separately, or you can apply for a 5-band award. The application fee is free within mainland China, but if you require a physical certificate, the postage for the physical certificate will be borne by the applicant (the default shipping method is express delivery).
3. If paper QSL cards are provided for verification, you will be responsible for the cost of mailing them back and forth.
4. Participants who successfully complete at least one valid connection with all administrative districts during the annual WAPC competition (WAPC contest) and upload their results, will receive a free WAPC special award certificate after verification by the competition committee.
5. In special cases, please send the electronic proof from WAPC to the following email address: mulandxc@hotmail.com Please send your application for the WAPC award, along with any physical QSL cards or other relevant documents, to: Yang Wenjun, No. 10, Hekang Road, Huikou City, Guangdong Province, China. Please also cover the postage costs.
