申请变更，联系本地要求设置为全国范围。如果不给，去省政业务服务网咨询怎么变更。然后就能接到省厅电话，聊一聊就可以了。至少我是这么下来的。

To apply for a change, contact your local office and request that the requirement be set nationwide. If they refuse, consult with the provincial business service network to find out how to make the change. Then you can call the provincial government and discuss it. At least, this is what I found to work.
