Article 27: The establishment and use of radio stations (facilities) shall apply to the relevant radio management authority for a license, except for the following radio stations (facilities):
(1) Terrestrial mobile communication terminals for public use;
(ii) Single-channel radio station;
(iii) Low-power short-range radio stations as specified by the national regulatory authority for wireless communications.
Article 70: Any violation of the provisions of this regulation, including using radio frequencies without authorization or setting up and operating a radio station (facility) without permission, will result in the relevant radio management agency ordering the violator to rectify the situation, confiscating equipment used for illegal activities and illegally obtained income, and imposing a fine of less than RMB 50,000. If the violator refuses to rectify the situation, a fine of more than RMB 50,000 but not exceeding RMB 200,000 will be imposed. Furthermore, if someone sets up and operates a radio station (facility) for fraudulent activities without authorization, which does not yet constitute a crime, a fine of more than RMB 200,000 but not exceeding RMB 500,000 will be imposed.
The example you provided from Beijing used an FT-817ND radio to listen to amateur frequencies.
My personal understanding is:
The FT-817ND is a transceiver radio, not a simple receiver. According to the above terms, using it requires obtaining a radio license.
The law does not explicitly state whether "use" refers to listening or transmitting. Theoretically, simply turning on a device constitutes use, even if it is not transmitting.
As I said before: keep a low profile when doing things... buy a receiver and radio first, before obtaining any necessary certifications.
