If you are a holder of an "Industrial and Commercial Administration Bureau" license: You can use the address/area freely nationwide, but if the address is within the province or a fixed location, you are not allowed to travel outside the province.
If you currently have a "small license," most of them no longer require template updates. Previously, these licenses allowed for use in different regions or across provincial/international boundaries. However, this basis is no longer valid. It's recommended to consult with the Ministry of Industry and Information Technology (工信部).
Based on my consultation with the Ministry of Industry and Information Technology, I was informed that it is possible to request that the issuing agency add a note indicating that the license can be used across provinces even if it does not have a fixed location nationwide.
