Recently, several areas in the Pearl River Delta and downstream Yangtze River have experienced severe flooding and disasters due to heavy rainfall. Some locations have also faced extreme situations such as road closures, network outages, and power failures. The Ministry of Emergency Management has continued to strengthen big data monitoring and early warning, coordinate the deployment and maintenance of emergency communication equipment, deepen simulation exercises, and enhance technological empowerment, with a focus on improving emergency command and communication capabilities during flood season.
In response to flood and disaster situations, the Ministry of Emergency Management leveraged its advantages in big data to precisely identify "three-cut" areas. Utilizing iron towers and communication big data systems for 24-hour continuous monitoring and early warning, it quickly identified suspected affected areas with network outages, and used intelligent external calling systems to verify, accurately pinpointing missing towns and villages in places such as Meizhou, Huangshan, and Huaihua in Guangdong, Anhui, and Hunan provinces. This significantly reduced the time required to identify abnormal communication areas. By leveraging the effectiveness of pre-positioned equipment, it coordinated social communication equipment resources, deploying 25 sets of large and medium-sized drone communication platforms, 303 sets of private network communication base stations, and 2586 walkie-talkies in key provinces to support local flood prevention efforts. The Ministry of Industry and Information Technology and the Ministry of Emergency Management urgently deployed pre-positioned drone communication platforms to restore communications in disaster areas, connecting over 10,000 users cumulatively. During severe floods and heavy rainfall disasters in Guangdong, Zhejiang, and Fujian, some rural areas identified as "three-cut" areas reported disaster information through satellite phones as quickly as possible. By leveraging the effectiveness of practical drills, it organized 29 rounds of "three-cut" emergency command communication drills across various regions, conducting full-process training on drone communication platforms, satellite phones, 370MHz devices, and helicopter delivery, using training to enhance preparedness. It also established a mechanism for aerial deployment of fire rescue forces, deploying them to the disaster site as quickly as possible while continuously improving their pre-emptive capabilities, ensuring timely communication in affected areas. On June 17th, 30 members of the Guangdong Fire Rescue Team arrived at key disaster zones such as Sishui Town in Pinyan County, Meizhou City, via helicopter, establishing communication channels between the front and rear lines.
As of now, there have been no prolonged communication disruptions during this year's flood season. The Ministry of Emergency Management will further strengthen emergency command and communication support during the flood season, based on the "three breaks" scenario, to ensure a solid lifeline for emergency rescue efforts.
