"Post office-specific mailboxes" have a history, and the postal service no longer considers them a general service. As far as I know, only Hu Guo and Jing (Beijing) still offer this service to individuals (although it may require an introduction letter from a company or community committee), while other places require a legal entity.
Attached are the rules for managing dedicated email accounts.(2018)
一. All county and municipal post offices, as well as postal branches with delivery services, can set up and provide dedicated mailboxes.
二. The mailbox numbers should be uniformly assigned by the county/municipal office according to the following principles:
1. Each dedicated mailbox should have only one number, without adding any additional suffixes.
2. Within a single county/municipality, avoid duplicate numbers;
3. Within the same office, the numbers should be consecutive.
4. Every branch must have a certain number of fixed control numbers, with branches starting from 100 and others starting from 200.
三. Dedicated mailboxes are only for use by organizations, factories, enterprises, groups, etc., that require confidentiality. For individuals with special needs, proof must be provided by the relevant unit before they can use them. The units using dedicated mailboxes can use the mailbox number instead of their address for communication. When foreign institutions or individuals in China request to use a postal mailbox, they can provide proof from their institution or personal identification documents.
四. To use a dedicated mailbox, the user must fill out the "Mailbox Application Form (邮1424)" and pay a mailbox management fee of 240 yuan per year. If the mailbox is used starting in a particular month, the fee will be charged at 20 yuan per month until the end of that year. If the mailbox is returned mid-year, the refund will be calculated based on the number of months used (less than one month will be counted as one month).
五. To apply for a dedicated mailbox, the county/municipal office must carefully review the application. Once approved, the following procedures should be followed:
1. Assign a dedicated mailbox number.
2. Fill out the "Prepaid Postage Receipt (邮1127)". In the prepaid postage section, write "Mailbox Management Fee", and in the notes section, specify the start and end dates of using the dedicated mailbox.
3. Submit the mailbox number, user information, address, phone number, prepaid management fee amount, and start/end month to the Postal Mailbox User Registration Register (邮1425). The application form should be kept separately for reference. The User Registration Register and Application Form should be treated as confidential documents and handled by designated personnel.
4. Fill out the "Postal Mailbox Usage Notification (邮1426)" and notify relevant offices, sorting centers, and other units involved in postal business processing.
六. When the mailbox usage period expires, the county/municipal office will issue a "Renewal Notice for Postal Mailboxes (邮1427)" to the user before the expiration date, requesting them to complete the renewal procedure within the specified time. If no response is received by the deadline, it should be followed up on. If this fails, the mailbox usage period expires and the mailbox will stop being used.
七. After a dedicated mailbox is discontinued, the county/municipal office must record the discontinuation in the User Registration Register and issue a "Discontinuation Notice for Postal Mailboxes (邮1428)" to the sorting center, delivery branch, and other units involved in postal business processing, indicating the date of discontinuation. The mailbox should be replaced immediately after discontinuation.
八. After a dedicated mailbox is discontinued, its number can only be assigned to new users three months after the discontinuation date. It cannot be assigned to foreign institutions or individuals in China.
九. Postal staff must strictly maintain confidentiality regarding the names, addresses, and any information related to the extraction of mail from the units using dedicated mailboxes. They should not disclose this information to anyone.
