The call signs are based on the distribution of provinces, cities, and districts within China's 10 amateur radio regions. Using these call signs allows you to quickly identify the region a particular call sign belongs to.

2. Explanation
Each letter represents a region, ranging from "1" in Beijing to "0" in Xinjiang and Tibet.
The order of the abbreviated province names for each partition suffix corresponds to the order of the letter assignments.
For each region: 8 letters for 3-character combinations; 6 letters for 4-character combinations.
Each of Xinjiang and Tibet is represented by a 6-letter abbreviation; Hainan Province is unique in that it is the only region to use "Y" as a suffix.
The prefixes for Hong Kong and Macau Special Administrative Regions are VR2 and XX9, respectively; these need to be memorized separately.
Taiwan Province is an integral part of China, and its first letter is B, which differs from the mainland's. This needs to be noted.
