Although several days have passed, I still want to recap the case details.
From March to June 2016, the defendant Tang Jinlong, in collusion with Zhou Bo, illegally installed and set up radio frequency broadcasting transmitters and antennas in places such as Feng County and Pizhou City in Jiangsu Province, and used radio broadcasts to play pharmaceutical advertisements for profit. Subsequently, Tang Jinlong instructed Zhou Bo, Liu Bing, and others to maintain the existing radio stations, and also illegally installed new radio frequency broadcasting transmitters in places such as Pizhou City and Xihu Town. The facts are as follows:
1. In March 2016, the defendant Tang Jinlong, along with Zhou Bo, illegally installed a frequency modulation (FM) broadcasting transmitter in room x-x, unit x, building x of the Longhua City residential complex in Feng County, Jiangsu Province, and used this radio to broadcast advertisements for medicines.
2. In April 2016, the defendant Tang Jinlong instructed defendants Zhou Bo and Liu Bing to illegally install a broadcasting transmitter in unit x of building x in the Wen Cheng Yuan residential complex in Pizhou City, and to use this radio transmitter to broadcast pharmaceutical advertisements. From May 31st to June 1st, 2016, the radio signal from this transmitter severely interfered with the radio navigation frequencies of Xuzhou Guan Yin Airport Co., Ltd. and Lin Yi Airport Co., Ltd., affecting the flight safety of 21 flights at Xuzhou Guan Yin Airport and 17 flights at Lin Yi Airport, forcing Xuzhou Guan Yin Airport to use a backup frequency; and also affected the flight training safety of a unit stationed in Xuzhou.
3. In June 2016, the defendant Tang Jinlong instructed Zhou Bo and Yang Ye (handled separately in another case) to illegally install a frequency modulation broadcasting transmitter in room x-x, unit x, building x of the Yi Jing New City Complex (also known as Xin Cheng Garden Complex) in Feng County, Jiangsu Province, and to use this radio broadcast to play advertisements for medicines.
4. In June 2016, the defendant Tang Jinlong instructed Zhou Bo and Yang Ye to illegally install a radio broadcasting transmitter in room xxxx of building number x at Fu Yuan Plaza Community in Xihu District, Suhong County, Jiangsu Province, and used this radio broadcast to play advertisements for medicines.
On the afternoon of May 31, 2016, the Xuzhou Radio and Telecommunications Bureau received a complaint from staff at Xuzhou Guan Yin Airport that radio communications were being interfered with. At approximately 2:00 PM on June 1, administrative enforcement personnel from the Xuzhou Radio and Telecommunications Bureau, based on the complaint, monitored the situation and found an illegally set up radio station in unit x of building xx, No. 文承苑小区, in Pizhou City. They then legally investigated and removed the station, subsequently handing the case over to the Pizhou Public Security Bureau for handling. After testing by the Xuzhou Radio and Telecommunications Monitoring Station, the illegally operated radio transmitter emitted frequencies ranging from 76MHz to 122MHz, which were illegally occupying national-designated aviation radio navigation and mobile communication frequencies.
On July 12, 2016, the defendant Zhou Bo was apprehended by police officers from the Pizhou Public Security Bureau at a video game parlor located in the underground parking lot of Xuzhou Railway Station; on August 26 of the same year, the defendants Tang Jinlong and Liu Bing were respectively apprehended by police officers from the Iron East Branch of the Anshan Public Security Bureau in Liaoning Province.
