I saw someone in our local ham radio group asking this question, and since we've already held two events this year, I thought I would write up a guide to share my experience.
Step 1: Access the Shandong Government Service Website:http://www.shandong.gov.cn/
Search terms"Setting up and using ground-based radio stations (with provincial authorization)"


Click on the first result from the search.

The items highlighted in red boxes relate to amateur radio stations; click "Apply Now" on the right.
This example will be based on the initial application.
Once you enter, you will be prompted to log in. If you do not have an account, simply register and complete the required verification process.
Subsequently, you will be directed to the following page:

Here, your account registration information will be automatically filled in, and after adding any required contact address details, click "Next".

The electronic spreadsheet has not been updated yet. Simply select the city where your site is located in the first row, and the next page will display the materials you need to upload.

Please upload your ID card, equipment nameplate, application form, and written application as required.
For applications involving new equipment, the final written application is crucial. Please clearly specify in your application which equipment needs to be added or removed.
For example: Decommission the UV-K999 radio with factory number ABC123456789, and add a new UV-5R radio with factory number 1145141919810.
Example 2: A new UV-5R radio with factory number 1145141919810 has been added. All other information remains unchanged.
Example 3: Change the registered address to No. xx, xx Road, Cao County, Zhaozuo City, Shandong Province. Other information remains unchanged.
There should already be other tutorials available for filling out the application form. If not, I will provide one below.
For the required documentation for nationwide, non-fixed radio stations, please refer to the specific requirements of each local city. You can fill out the template provided by MIIT and upload it along with the written application.
After that, simply proceed to the next step, submit the application, and wait for notification.
