The phonetic alphabet must consist of multi-syllabic words; otherwise, it loses its "explanatory" function. If you only use single-syllable words (like "ah," "ha," "he," "press," "wrap"), they are too ambiguous to be understood, especially over radio communication, which is inherently noisy. This contradicts the purpose of the phonetic alphabet, making it unusable.
