The difference lies in whether the location is fixed or not, and whether it's a mobile or stationary base station. It seems that setting up a nationwide mobile network would take the longest, probably around six months, while a fixed base station might only take one to two months.
Having a fixed location makes it easier to manage with the regulatory authority ("无委"), but if you plan to operate in remote areas, setting up a mobile station is preferable.
