On March 12, 2024, I applied for a license with the Yunnan Provincial Radio Management Office in Xishuangbanna, specifying the call sign as BH8XHN. All procedures were legitimate and compliant, but three months later, on June 6th, an employee of the Xishuangbanna office suddenly demanded that I change my call sign to BH8XJN without explanation, citing a notification from the provincial government. When I contacted the Yunnan Provincial Radio Management Office, I was informed that the duplicate assignment was due to "work error," and when I requested to negotiate with the person who initially assigned the call sign, the Xishuangbanna office staff stated that they only had the name in their records, no contact information, and even didn't know how the first BH8XHN obtained its license. Furthermore, they claimed that call signs are managed locally by provincial administrative units through paper documents, which contradicts the statement of the Xishuangbanna employees who said that the call sign system is province-wide and connected, this is unbelievable, a national-level document under the supervision of MIIT (Ministry of Industry and Information Technology) in Yunnan Province can have duplicate assignments, and even issue license numbers. Moreover, the person who initially assigned the call sign has no contact information? How did the application go through if there was a duplicate? This is equivalent to issuing the same ID card twice, then without any consideration, they forced me to change my call sign, and I am expected to bear the consequences of their work error? Why should I be held responsible for their mistakes?
To date, I hope that the Yunnan Provincial Government will provide a reasonable explanation for the "BH8XHN" matter. I have applied for open communication and request that they retain the information and take appropriate action regarding the responsible departments. Otherwise, I will continue to petition until the issue is resolved!
