Based on my personal experience, in June 24, 2023, I took the A-class operator's license exam organized by the Henan Provincial Association in Xinxiang. The results were very slow to come out; it took almost a month from taking the exam to receiving the results. In other provinces, the results usually take about one week to come out, and some areas with on-site exams can know the results on the same day. When I called the contact person mentioned in the application information, I only received responses like "Please wait" or "It hasn't come out yet." After that, I couldn't get through by simply turning off my phone. After a long wait, I finally found the electronic license... However, as of the date I am posting this message, I have not received the operator's license card. (During this time, the Henan Provincial Association did not issue any notification to stop issuing physical cards; the reason for not issuing physical cards was that the printing machine broke down. It's really unbelievable that a provincial association's printing machine can break down and take almost a year to repair...)
This year, the Henan Province Radio and Electronics Society seems to have reorganized its membership, with its WeChat accounts and website also being reactivated. They are also organizing exams. However, the physical cards from last year haven't been distributed yet!!! This year, the Henan Province Association has started implementing a membership system and is now collecting fees. Of course, I don't object to any association charging members for their services, as associations need funding to operate. As a result, the Henan Province Association announced that it will no longer issue physical operation cards starting in 2024, and only those who pay membership fees will receive a physical card. When I saw this news last year, I was wondering why I hadn't received my physical card after taking the exam, and now I have to pay to get one? What justification does the Henan Province Association have for not issuing physical cards to people who took the 2023 exam? The following are some of the notices issued by the Henan Province Association: In February, they gradually distributed a few physical cards from last year, but then nothing happened. The latest news about the issuance of physical cards from the association is dated May 10, 2024 (in the picture), stating that "all cards are expected to be completed next week," and that only new members who have paid fees will receive them.
A word of caution for those in Henan who are preparing to take the exam: If you really want a physical operation license card, currently the Henan Association only provides them after payment, and the production cycle is unknown. For those who already have an operation license but haven't applied for a certificate, I recommend applying for a certificate on the website of the neighboring Anhui Province, which is also in 6th district, and the approval process in Anhui is very fast. The Henan Association only accepts applications for amateur radio licenses for a few days each year, which is why I waited for the Henan license application to be processed, but fortunately, I was transferred to Beijing, where I obtained my license through the Beijing Association. It's worth noting that the amateur radio development in the capital is very good, with exams and certificate issuance every month.
