Currently, the questions that conflict are determined by the question bank. However, most places (paper-based exams) will remove questions that conflict with current regulations.
Furthermore, you don't need to worry about not knowing when the new question bank will be released; CRAC will publicly announce the release of the updated question bank three months in advance before it is put into use.
