"When applying for a license, you will need to specify whether the area of operation is Beijing or nationwide. If choosing Beijing, no additional documentation is required. If choosing nationwide, you must provide a statement explaining the necessity of using a non-commercial radio station across provincial administrative boundaries."

"It is important to note that amateur radio enthusiasts must strictly adhere to the location and area specified in their amateur radio license, and they are not permitted to operate an amateur radio station outside of the geographical area specified in their license."
Does this mean that for licenses related to "location/operating area" that are not nationwide, they can only be used within the corresponding administrative district? Would transmitting from a different location require the "location/operating area" to be nationwide?
