I previously rented an apartment in a demolition housing complex. The rooftop had various items like clotheslines and vegetable patches, and the property management didn't really pay much attention to it. My 20-meter antenna was strung from the top of the elevator shaft in my building to the top of the elevator shaft in the adjacent building, with a small balcony underneath where nothing happened.
After installing this antenna, it has been working reliably for three and a half years. It produces very little background noise, and I haven't had any visits from the property management company. Although there is no lightning protection device, I rarely experience thunderstorms in my area, so simply disconnecting the feed line during such weather is sufficient.
It's best to thoroughly test the surrounding environment with a radio before installing the antenna, to avoid the embarrassing situation of discovering that the environment is unsuitable after installation.
