想增加电台信息的时候，我按变更填写了相关文件，但是被退回要求按新设立完整填写。问他们就说按工信部出的工作手册严格执行，向他们请求文件文号，先说加微信发给我，又说是涉密文件不予公开。又向工信部申请信息确认，回答说A类台设立全国的权限在省市管理机构，向他们咨询。湖北的无线电管理方甚至诱导申请人在不修改执照的情况下违法使用B照短波台功率和频率去参与类似某某DX拿个类似报名信息或者参与奖作为业绩，以此来在湖北省申请全国发射的A照。 ~~我真的是在申请全国发射的5W功率A照电台证吗？~~ 别的不说，就以现在的各地无线电协会半死不活的情况来看，10瓦省内台真有什么比赛能参加？客观事实上A照能上的电台100元都是手台，直接干死了一堆想上业余无线电的人

行政许可类的文件应该是必须公开，不公开不能作为不许可的依据
