Setting up and using amateur radio stations (excluding satellite amateur radio stations, for the purpose of this definition)
To apply for the establishment and use of a hobby radio station, the following conditions must be met:
(1) Familiar with radio management regulations;
(ii) Possess the necessary operational technical skills, and demonstrate these skills through verification according to the "Regulations for Amateur Radio Station Management."
(iii) The radio transmitting equipment used must have obtained type approval in accordance with the law (the type approval certificate specifies the frequency range, which includes amateur business bands); or, if the self-made, modified, assembled, etc., radio transmitting equipment is not type approved but complies with national standards and national regulations for radio management, and the radio transmitting frequency range is limited to amateur business bands.
(iv) Other conditions stipulated in applicable laws and administrative regulations.
For organizations applying to operate a non-commercial radio station, the technical manager of the non-commercial radio station must be an employee of the applicant organization.
Note 1: This includes amateur radio stations operating on frequencies of 15 watts or higher, as well as other important amateur radio stations that relate to national sovereignty and security, excluding satellite amateur radio stations.
Note 2: Minors are only allowed to operate amateur radio stations that operate in the 30-3000 MHz frequency band and have a maximum transmit power of not more than 25 watts.
- For those using radio transmitting equipment that has been approved according to relevant regulations, submit photos of the radio transmitting equipment (including the equipment model and approval code, factory serial number, etc.) along with the following information: (The date of manufacture or import of the radio transmitting equipment must be within the validity period of the radio transmitting equipment approval certificate); For those using homemade, modified, or assembled radio transmitting equipment that has not been approved according to relevant regulations, they must comply with national standards and national radio management regulations. The frequency range of the radio transmitting equipment is limited to amateur business bands only, and should be in accordance with the link on our official website (http://www.miit.gov.cn/jgsj/wgj/kpzs/art/2022/art_c1ffd3c47e3f455dad38246579092136.htmlAlternatively, provide the required materials as specified in (e.g., "Instructions Regarding Matters Related to Applying for and Using Amateur Radio Transmitting Equipment," available on the website of the Ministry of Industry and Information Technology - Office of the Ministry - Department/Bureau - Non-Supervisory Bureau - Public Awareness Knowledge), or from any other relevant source (if there are any new regulations). The radio management agency will conduct a technical inspection of the equipment (at no cost to the applicant).
The following activities are prohibited:
* Testing and setting up for use of equipment manufactured in bulk by related companies that do not have the required radio frequency transmission device approval certificate, even if they should have one.
* Testing and setting up for use of existing devices with a valid approval certificate, but whose approved frequency range does not include amateur business frequencies, after expanding the frequency range to include amateur business frequencies through self-replacement of equipment and software operation.
Note: For applications for amateur radio licenses that are not located at a fixed address and operate across provincial administrative boundaries, the following documentation must also be provided (see Appendix 4 for template):
（1）Technical specifications for using a handheld or carried amateur radio and its corresponding antenna. If used in a vehicle, please provide images of the vehicle (including license plate number), amateur radio, and antenna; if used as a handheld device, please provide images of the amateur radio and antenna.
（2）Technical solution.
（3）Self-assessment of needs. This includes information on setting up across provincial administrative regions, the reasons and experiences for using amateur radio stations, as well as plans, such as setting up across provincial administrative regions, using amateur radio stations to participate in amateur competitions (including those within the province), and providing relevant images.
（4）Other points to note.
（5）A signed commitment to comply with national regulations regarding the lawful establishment and use of amateur radio stations, as stipulated by relevant laws and regulations.
The Ministry of Industry and Information Technology will organize expert reviews based on materials submitted by applicants, demonstrating the necessity of establishing and using amateur radio stations across provincial administrative regions.
