我想做一个设备，它是一个无线电的发射装置但是可以插卡的（有4g模块，也就是有网络的），这个无线电的发射装置能收到邮件或者是一些文字信号，然后这个文字信号它能自动转化成语音信号，再通过无线电信号发射出去。可以做到设备自动接收和发射，全程无人值守的。

最近玩IPPBX有点上头，现在可以通过话机接收电台声音以及送话到电台，还在研究话机触发电台VOX 感觉和你这个是一个东西，无非就是直接用IP协议转音频推荐ESP32-Audio-Kit开发板，应该可以实现你要的功能，另外文字转语音广播似乎违背了业余无线电台管理条例中不得发射广播、通波的条例，建议再斟酌下

There's something called "4G Cloud Broadcast" that can convert text to speech. If I could connect its audio output directly to a radio microphone cable, and then turn on the radio's Vox function, would that work? Adding a PTT (Push-to-Talk) control shouldn't be too difficult.

I've been experimenting with IPPBX recently, and I'm now able to receive radio audio through the handset and send calls to the radio station. I'm also researching how to use the handset to trigger the radio station's VOX (voice activation) feature.
It feels like you and I are essentially doing the same thing – just using IP protocol to transmit audio.
I recommend the ESP32-Audio-Kit development board, which should be able to achieve the functionality you require. However, converting text to speech for broadcasting may violate the amateur radio station management regulations prohibiting the transmission of broadcasts and signals, so I suggest you reconsider.
