如何申请方面其实没有什么需要特别说明的，在下方网页里按照指引线上填表提交申请即可，需上传港澳通行证/护照，内地操作证，内地电台执照的照片（未成年申请人还需要上传监护人的旅行证件）。受理申请后OFCA会通过电邮联络。

没有HK ID的话，ATO和ASL上的呼号是VR2/BY呼号，有HK ID的话可以直接拿VR2呼号。
ATO相当于内地操作证，获得之后可以在香港进行操作，有效期5年，申请费用150港币，如果只持有ATO的话，只能使用其他人在香港已经登记的设备，想独立操作需要申请ASL，有效期1年，申请费用160港币。
但是我是不太推荐自己带设备到香港操作，因为严格按香港法律走的话，Ham日常用的电台手台都要申请一次性的进口出口许可证才能合法带入带出香港，两张许可证的申请费用加起来是300HKD，并且只能使用一次。如果是第一次去的话还要再加上ATO和ASL的申请费用。

目前个人感觉，申请香港执照最麻烦的点在于缴费。从我去年申请的经验来看，OFCA只支持3种缴费方法：现金，邮寄支票，PPS缴费灵。唯一能线上缴费的PPS缴费灵还需要拿香港银行卡在香港的缴费灵机器上先登记才能使用。不在大湾区的人真的很难把这个钱交上。

The Hong Kong amateur radio exam covers a wide range of topics and does not have a question bank. For review, you can use domestic ABC-style question banks or purchase the books (in English) included in the attachments.

In the end, I asked my Hong Kong ham friend to help me pay.😅I recently went to Hong Kong specifically to obtain a PPS terminal account.

I have relatives in Shenzhen and Zhuhai, and I visit Hong Kong about twice or three times a year. It's convenient to do so while I'm there.

Actually, paying in cash would also be fine; there's a China Bank ATM downstairs. After inserting your mainland bank card and withdrawing the money, you can go upstairs to pay.

It's not that I didn't personally pay and realize there was a problem with the information; I also had to reprint the physical ID again (OFCA thought the previous photo wasn't good...?); the screenshot of my Guangxi license was large enough, but they still found it blurry, so I sent the original copy; and the documents submitted through GovHK mysteriously disappeared before payment, so I immediately emailed them the original photos.

In reality, as long as you can pay the OFCA license fee using a method that complies with the requirements of the Department of Justice, paying through the online banking function for government bill payments is acceptable. The reply I received after emailing OFCA also confirmed this, so it's not necessary to open a PPS account. I personally used my mother's "Tong Rong" mobile banking app to pay directly. As long as you have a bank account in Hong Kong or have family/friends there, you don't need to go out of your way. After paying, just be sure to receive the registered letter with the license.

In reality, this loophole in Hong Kong was primarily intended to allow qualified individuals residing in the Greater Bay Area to take exams, thereby bypassing the Hong Kong exam system.

It's a bit expensive, averaging around 190 Hong Kong dollars per year. For an average Shenzhen resident, using the equipment once or twice a year is more typical. Furthermore, there are potential import and export declaration costs (which are legally required, or not? And what are the consequences if I don't declare?). There are also associated fees.
