I don't recommend adding more districts and counties, because the core network usually remains stable, and neither provincial nor municipal levels change. However, districts and counties are constantly changing, and not all cities have them. This means that station staff would have to frequently maintain district data in the background, as well as handle various special situations.
While administrative divisions can be scraped using web crawlers, changes in county and city boundaries, as well as the merging or abolishment of administrative districts, mean that the corresponding codes will also change. In such cases, if a relay station is available, manual processing will still be required.
The system should ideally not allow users to directly submit data after only entering the province, as this could lead to data confusion. It's possible to add a virtual city for municipalities and special administrative regions, such as adding a virtual provincial-level Beijing under Beijing Municipality. After selecting the provincial-level Beijing, the dropdown menu on the right would automatically display the municipal-level Beijing.
