Since that document (dated 12-22) was issued, handheld devices now require all users to include Attachment 4.
If you previously used a shortwave radio in your province and wanted to assign it an identity for UV (likely referring to Ultraviolet), you will also need to deactivate the shortwave equipment on your license.
I found it very difficult to write the necessary instructions for UVK6 today.
